Norman Plotkin brings nearly 20 years of legislative and advocacy experience to PZA. He is seasoned in all aspects of state governance including procedure, politics, policy, as well as special interest advocacy.

Familiar with diverse areas of public policy including insurance, health, small business advocacy, automotive aftermarket representation, public and private utilities and wholesale and retail energy sector policy, local government, public safety, the administration of the legislature, administration of the courts, and the regulatory and administrative law processes, Plotkin has a broad perspective of how state government operates.

Norman worked for the California State Assembly as a Consultant to both the Insurance and Health Committees. This role involved public policy direction and formulation; detailed research on policy issues and trends, as well as producing detailed analyses of the various legislative proposals heard in each committee.

During his tenure with the Legislature, he also served as an assistant clerk with the Chief Clerk of the Assembly, a senior assistant to an Assembly Leader, a campaign manager and consultant on various state Senate and Assembly campaigns, a Consultant to the Assembly Rules Committee, as well as on the personal staff of several Members of the State Legislature.

Subsequent to legislative service and prior to founding Plotkin Government Relations, Plotkin lobbied for the California Medical Association, a statewide professional society representing over 30,000 physicians in the state of California, as well as a major contract lobbying firm.

There is also extensive experience managing effective and successful campaigns. As a manager for numerous political campaigns, Norman managed volunteers, staff and multi-million dollar budgets as well as strategic messaging, media relations and event planning and execution. He currently serves as the Executive Director of a nonprofit trade association, the Alliance for Retail Energy Markets.

Plotkin is a member of the California Society of Association Executives, and the Intstitute of Governmental Advocates.

Jennifer Zins
jennifer@pzallc.com
Jennifer Zins has extensive experience in government relations, grassroots management, legislative advocacy and communications at both the state government and non-profit association management levels.

Prior to starting her consulting business, Jennifer served as the Executive Director of the Automotive Service Councils of California (ASC) a statewide non-profit trade association. In this capacity she also served as the association’s legislative advocate representing the organization before the California Legislature and regulatory agencies.

Before joining ASC, Jennifer was a senior account manager for a Sacramento-based public relations and government affairs firm. In that capacity she was responsible for the management of multi-million dollar public affairs campaigns. These accounts required the execution of budgeting, including oversight and balancing budgets; coordinating and managing staff projects; and planning and implementing strategic initiatives.

Prior to this position, Jennifer served in a management position as Director of Government Affairs and Communications for a multi-state non-profit automotive aftermarket industry association. In that position, she organized various public relations campaigns, which included grassroots development, coalition building, media relations, membership development and issues management. Jennifer has broad experience in legislative and government affairs, having served as a Legislative Director for a California Legislator and as a clerk for the California State Assembly. She also has experience in statewide political campaign management.

Jennifer has ongoing experience in the creation and development of coalitions. In addition, she is adept at event planning and management, having organized a multitude of events both large and small, one time and on-going, locally and nationally- recently gaining recognition through industry awards for grassroots campaigns as well as awards from public relations societies for her work for increased education and awareness of various industry issues.

Jennifer is a member of the California Society of Association Executives and the American Society of Association Executives.
